If you ever compile your own kernel, one of the configuration options in the 2.6.x series lets you disable the system bell as well.

I think what you're looking for is xset. Using the "xset s off" command turns off the screen blanking, and "xset s on" turns it back on. You may want to take a look at "man xset"
