I didn't even think about the flags. I noticed there was mention of qt in the error, so I used..
USE="-qt" emerge mod_php
and it's compiling presently.

I can't seem to emerge mod_php, I'm not sure what the problem is. This is a clean stage1 install of Gentoo, just installed it yesterday. If anyone can spot it or a fix do reply :)
