This would solve your proftpd problems.

It's a Cisco uBR924 (Cable modem router)
Currently it's been allocated a /29 (so it's acting as a hub). It's connected to a cable internet service.
The service is...

Tried reloading the router, tried clearing all access-list's.
With some traceroute's, I notice that there is some latency (timeout) through one of the upstream providers, I'll have to find out...

Ok ...well sound good. That throws one possible cause of the slowdown out the window.
Is there anything else that I can look at as the culprit of the slow down?

Preliminary research found:
http://www.postfix.org/faq.html#open_relay
http://www.monkeys.com/mrt/
-
to test to make sure you're not an open relay do the following:
telnet your_server 25
EHLO mail.domain.com
MAIL FROM: anyone@anywhere.com
RCPT TO: anyone@anywhere.com
DATA
Relay Email
.
QUIT

B) were at...

I wouldn't worry about these specific bits in your access/error logs. They're aimed at IIS systems, of which, since you're running apache, don't effect you.
