Did you try asking the ISP(s) for a list? If you explain what your trying to do, maybe since they are smaller ISPs they wouldn't mind as much giving you a list of subnets or ip ranges.

Well...if it said either vfat or ext2 and they are windows users, then yes formating in XP will work. It will be plain old fat, which i believe falls under vfat.

I think recommending anything distro thats NOT rpm based for a desktop would be good. I'd recommend Debian over other distro's because of how easy it is to manage.
