Do you have RH's Package manager open at the same time as you are trying to install the rpm via console?
Cause that error message, to me anyway, sounds like maybe something else has already locked your /var/lib/rpm/Packages.
Is it just with the wine package that you are having this issue or is it everything?

Looks like either another program is accessing them or you don't have access rights. Are you sure you are running as root?

Ok, you need to be ROOT when you install RPM's, the error you are getting is very common if you try to install RPM's as a user.
su as root, and try again.
