battery issues

stuck at 18.9% not charging new battery and charger was also replaced recently.
immediate shutdown if unplugged.

"stuck at 18.9% " and definitely "immediate shutdown if unplugged" - either battery is faulty or your laptop's battery-connection is broken.
My guess, at least.

Could be that the socket where you plug in the battery has a bad internal connection. My son had to do some soldering on his a few years ago as it was out of warranty. Be careful not to let heat affect other components.
